Dean: We did it without a mandate.
Reporter: How did you do it.
Dean: We said that all comers would have to get insurance.
And this isn't a mandate??
I couldn't believe my ears! Evidently this is how politicians talk and think.
Evidently requiring everyone to purchase insurance isn't a mandate; otherwise it would be unconstitutional.
