The budget surplus was a direct result of the Contract with America, yes, Bill Clinton signed it, but he dogged it and called it the 'Contract On America' and now he and others Dems are taking credit for it. During Obama's State of The Union speech he mentioned the budget surplus and all the congressional Dems stood up and applauded, but nobody in the MSM asked "why are you standing and applauding, you voted against it?" Too funny.
