The amorphous blob holding the leash is trying not to restrain the dog too aggressively for fear of startling the kindly canine and hurting it's feelings. Nevermind that the wretched beast is about to send an innocent 2 year old to the emergency room for stitches and lifelong scarring.
Kind of like the liberals and Obama administration. Spend more, regulate more, give away more, all at the expense of the productive members of society - otherwise known as the evil rich who much have acquired what they have by exploitation of people and the environment rather than hard work, discipline, and intuition. The tubby broad is Obama/Congress, the dog is the public employee/teacher unions, mainstream media, bar association, and environmentalists........the kid is the taxpayer and the productive people.

What we have here is another example of democratic parenting. Let someone else do it who's more qualitifed- in this case, the dog.
I suppose they need a dog czar to regulate the training of K-9s when it comes time to train us like the sheeple they want us to be.
I can't get past comparing the look on the kid's face with the look on the woman's face. What a contrast in perceptions! That illustrates the difference in the way a conservative sees Obama versus the way a liberal sees him.
